Synopsis As Introduced
Amends the Department of State Police Law of the Civil Administrative Code of Illinois. Creates the Illinois State Police Federal Projects Trust Fund as a federal trust fund in the State treasury. Provides that the State Police Federal Projects Trust Fund is established to receive funds awarded to the Department of State Police from all federal departments and agencies for the specific purposes established by the terms and conditions of the federal awards. Requires that all interest earned by the investment or deposit of monies accumulated in the Trust Fund shall be deposited into the Trust Fund, except if the terms and conditions of the federal award otherwise provides. Amends the Illinois Motor Vehicle Theft Prevention Act. Creates the State Police Motor Vehicle Theft Prevention Trust Fund. Provides that moneys in the Trust Fund shall be used by the Department of State Police to make grants for motor vehicle theft prevention purposes.

Replaces everything after the enacting clause. Amends the Department of State Police Law of the Civil Administrative Code of Illinois. Creates the Illinois State Police Projects Trust Fund as a trust fund in the State treasury. Provides that the Illinois State Police Projects Trust Fund is established to receive funds awarded to the Department of State Police from the following: (i) all federal departments and agencies and (ii) pass-through grants from State departments and agencies. Requires that all interest earned by the investment or deposit of moneys accumulated in the Trust Fund shall be deposited into the Trust Fund. Amends the Illinois Emergency Management Agency Act. Provides that the Homeland Security Emergency Preparedness Fund is created as a special fund in the State treasury. Provides that moneys in the Fund shall be used by the Illinois Emergency Management Agency for grants and expenses in connection with the Agency's emergency management and preparedness programs. Amends the Illinois Motor Vehicle Theft Prevention Act. Creates the State Police Motor Vehicle Theft Prevention Trust Fund. Provides that moneys in the Trust Fund shall be used by the Department of State Police for motor vehicle theft prevention purposes. Amends the State Finance Act to create the Homeland Security Emergency Preparedness Fund.
