Synopsis As Introduced
Amends the Illinois Procurement Code. Provides that when a public contract is to be awarded to the lowest responsible bidder, a bidder who is a qualified Illinois employer shall be given a preference over a bidder who is not a qualified Illinois employer. Defines "qualified Illinois employer" as a bidder at least 90% of whose employees are residents of Illinois.
