Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Sets forth procedures for the transfers from any special fund in the State Treasury or from any other federal or State trust fund held by the Treasurer to the General Revenue Fund, the Statistical Services Revolving Fund, or the Communications Revolving Fund, as designated by the Director of Central Management Services, (now, transfers must be made to the General Revenue Fund) for use by the Department of Central Management Services in support of information technology functions or any other related costs or expenses of the Department of Central Management Services. Amends the State Finance Act. Provides for the transfer of moneys to the General Revenue Fund from the State Crime Laboratory Fund, the State Police Wireless Service Emergency Fund, the State Offender DNA Identification System Fund, and the State Police Whistleblower Reward and Protection Fund. In a Section concerning the administrative charge-back provisions, provides that for fiscal years 2005 through 2007 no amounts may be transferred from the Wireless Service Emergency Fund and deletes a provision that no amounts may be transferred from the Wireless Carrier Reimbursement Fund. Provides that the State Comptroller shall approve for payment certain payroll vouchers if the balance in the fund on which the payroll voucher is drawn is unavailable due to any limitation on appropriations that may apply, including, but not limited to, limitations on appropriations from the Road Fund under Section 8.3 of the State Finance Act. Amends the State Pension Funds Continuing Appropriation Act. Provides for certain continuing appropriations arising out of an appropriation for personal services from the Road Fund to the Department of State Police or the Secretary of State to be payable from the General Revenue Fund rather than the Road Fund. Also provides that the amount of a continuing appropriation used by a retirement system from the State Pensions Fund shall not be charged against unexpended amounts in a fund if limited by Section 8.3 of the State Finance Act. Amends the Illinois Vehicle Code. Increases fees for duplicate registration stickers and plates issued on or after March 1, 2005. Amends numerous Acts to rename the Illinois Economic and Fiscal Commission as the Commission on Government Forecasting and Accountability. Effective immediately.
