Synopsis As Introduced
Amends the State Finance Act. Makes technical changes in a Section concerning the short title.

House Floor Amendment No. 1
Deletes reference to:
30 ILCS 105/1.1
Adds reference to:
30 ILCS 105/8h

Deletes everything after the enacting clause. Amends the State Finance Act. Provides that no transfers may be made, in order to help defray the State's operating costs for the fiscal year, from the Road Fund or the State Construction Account Fund on or after the effective date of this amendatory Act. Effective July 1, 2004.

 Housing Affordability Impact Note (Housing Development Authority)
 Senate Bill 2215, as amended by House Amendment 1, will have no fiscal effect on constructing, purchasing, owning, or selling a single-family residence.

 Judicial Note (Admin Office of the Illinois Courts)
 Senate Bill 2215, as amended by House Amendment 1, would neither increase nor decrease the number of judges needed in the State.

 State Debt Impact Note (Economic and Fiscal Commission)
 While Senate Bill 2215, as amended by House Amendment 1, would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness.

 State Mandates Fiscal Note (Department of Commerce and Economic Opportunity)
 Senate Bill 2215, as amended by House Amendment 1, does not create a State mandate under the State Mandates Act.

 Home Rule Note (Department of Commerce and Economic Opportunity)
 Senate Bill, as amended by House Amendment 1, does not pre-empt home rule authority.

 Correctional Note (Dept of Corrections)
 Senate Bill 2215, as amended by House Amendment 1, has no corrections population or fiscal impact on the Department.
