Deletes everything. Amends the Illinois Municipal Code. Authorizes the owner or owners of record of a split residential lot to disconnect a portion of that lot under certain circumstances by petitioning the court for disconnection in accordance with certain provisions of the Illinois Municipal Code. Prohibits the subdivision of the disconnected land from a municipality which was incorporated at least 2 years prior to the date of the filing of the petition for disconnection within one year from the date of disconnection. Prohibits the recording of a proposed plat of subdivision of the lot within the one-year period unless the land comprising the proposed subdivision was incorporated into a municipality.
