Provides that each county sheriff shall report to the Secretary of State any transfer of registration plates. Deletes language providing: (i) that each county sheriff shall submit to the Secretary of State a list of all vehicles issued permanent vehicle registration plates containing the Vehicle Identification Number of the Vehicle and the corresponding license plate number; (ii) that each county sheriff shall submit to the Secretary an annual report advising the Secretary of any vehicles previously reported to the Secretary which have been wrecked and no longer in use, any additional vehicles acquired for use by the county sheriff and designated deputy sheriffs, any additional registration plates issued, and any transfer of registration plates from a wrecked vehicle to its replacement. Removes the effective date.
