Replaces everything after the enacting clause. Creates the Chicago Casino Development Authority Act. Provides for the creation of the Chicago Casino Development Authority, whose duties include promotion and maintenance of a casino. Amends the State Finance Act to create the State Fairgrounds Infrastructure Improvement Fund, the Future of Agriculture Fund, and other funds. Amends the Illinois Horse Racing Act of 1975 and the Riverboat Gambling Act to authorize electronic gaming at race tracks (and makes conforming changes in various Acts). Further amends the Illinois Horse Racing Act of 1975. Makes various changes concerning Board members. Contains provisions concerning testing of horses at county fairs, payments from the Horse Racing Fund, and standardbred horses. Provides that the Illinois Racing Board shall submit a report to the General Assembly on or before December 31, 2012 that examines the feasibility of conducting electronic gaming at the Illinois State Fairgrounds. Further amends the Riverboat Gambling Act. Changes the short title to the Illinois Gambling Act and changes corresponding references to the Act. Adds additional owners licenses, one of which authorizes the conduct of riverboat or land-based gambling in the City of Chicago. Makes changes in provisions concerning the admission tax and privilege tax. Provides that beginning on the effective date of the amendatory Act and ending July 1, 2014, from the tax revenue deposited in the State Gaming Fund, $2,000,000 shall be deposited annually into the Foreclosure Prevention Program Fund. Makes other changes. Makes corresponding changes in other Acts. Contains a severability provision.

House Floor Amendment No. 3
Adds reference to:

In the State Finance Act, provides guidance for moneys in the State Fairgrounds Infrastructure Improvement Fund. In the Illinois Horse Racing Act of 1975, (i) makes changes concerning the awarding of racing dates, (ii) removes provisions requiring a report to the General Assembly that examines the feasibility of conducting electronic gaming at the Illinois State Fairgrounds, (iii) corrects a reference to the Illinois Gambling Act, (iv) corrects references to the horsemen's association representing the largest number of owners and trainers, and (v) makes other technical changes. In the Riverboat Gambling Act (now the Illinois Gambling Act), makes changes to legislative intent, reserved gaming positions, the State and County Fair Assistance Fund, allocation of electronic gaming positions, the privilege tax, and the distribution of the certain revenues. Makes other changes. Amends the Video Gaming Act. Provides that, within 120 days after the effective date of the amendatory Act, the Board shall select and execute a contract with a vendor for the central communications system and make applications for licensed establishments, licensed fraternal establishments, licensed veterans establishments, and licensed truck stop establishments available for potential applicants. Requires the Board to make every reasonable effort to ensure that video gaming operations are being conducted in this State by no later than January 1, 2013.

 Fiscal Note, House Committee Amendment No. 2 (Illinois Gaming Board)
 SB 1849 (H-AM 2) will increase the expenditures of the Illinois Gaming Board as a result of additional requirements for personnel, commodities, equipment, and telecommunication facilities. Projected additional costs to the agency are the following: (1) Chicago Casinos = $5,271,850; (2) Other casinos = $16,716,836; (3) Electronic gaming facilities (racinos) = $26,697,645; TOTAL = $48,686,331. Senate Bill 1849 (H-AM 1) will increase revenues to the State resulting from gaming at casinos and electronic gaming facilities by an undetermined amount.
