Synopsis As Introduced
Amends the Counties Code and the Illinois Municipal Code. Provides that, for purposes of implementing ordinances regarding developer donations or impact fees, "public grounds for schools" (as used in the Counties Code) and "school grounds" (as used in the Illinois Municipal Code) are both defined as including land or site improvements, which include school buildings or other infrastructure necessitated by the development or subdivision in question. Further provides that this definition applies to all impact fees or developer donations paid into a school district or held in a separate account or escrow fund by any school district, municipality, or county for a school district. Effective immediately.

Provides that a person is not eligible for an elective county office if that person is in arrears in the payment of a tax or other indebtedness due to the county or has been convicted in any court located in the United States of any infamous crime, bribery, perjury, or other felony. Deletes everything. Amends the Counties Code. Requires that, in certain cases of accidental death involving a motor vehicle, the coroner shall require that blood and urine specimens be withdrawn from the body of the decedent in a timely fashion after (now, within 6 hours of) the accident causing his death. Authorizes a qualified person designated by the appropriate physician or by the coroner or deputy coroner (now, a qualified person at the direction of the physician) to withdraw the specimens. If the county does not maintain adequate laboratory facilities, requires the specimens to be sent to the Department of State Police laboratory or any other accredited or State-certified laboratory for analysis (now, the specimens must be sent to the Department of State Police laboratory for analysis, when necessary). Deletes provisions requiring the coroner to forward the results of analyses and pertinent information concerning the decedent to the Department of Public Health and requiring the Department of State Police to notify the coroner of the results of any analysis it performed. Removes provisions (i) requiring the Department of Public Health to keep a record of the results of all examinations, disseminate and make public the cumulative results of certain examinations, and pay a $10 fee to the coroner for certain specimens sent to the Department of State Police lab and certain analyses performed by the county laboratory and(ii) requiring the coroner to pay the fee over to the county treasurer for deposit in the general fund of the county.
