Synopsis As Introduced
Amends the Illinois Enterprise Zone Act. Makes technical changes in a Section concerning the short title.

Deletes everything. Creates the Western Illinois Economic Development Authority Act. Creates the Western Illinois Economic Development Authority in Warren, Henderson, Hancock, McDonough, Fulton, Mason, Cass, Schuyler, Brown, Adams, Scott, Morgan, and Pike counties in order to promote economic development within those counties. Contains provisions concerning the powers and duties of the Authority. Allows the Authority to acquire, own, sell, lease, or otherwise dispose of interests in real property and to issue bonds, notes, or other evidences of indebtedness for certain purposes in an aggregate amount not to exceed $250,000,000. Provides that the Authority shall be governed by a 21-member board. Contains other provisions. Amends the Tri-City Regional Port District Act. Gives the Tri-City Regional Port District various powers concerning certain former military bases owned or leased by the District. Authorizes the District to acquire, own, sell, convey, construct, lease, manage, operate, expand, develop, and maintain electrical or telephone systems for the use of tenants or occupants located on the former military base and authorizes the District to incorporate subsidiary business corporations to own, operate, maintain, and manage the telephone systems. Authorizes the subsidiaries to apply to the Illinois Commerce Commission for certain certificates. Authorizes the District to improve, develop, or redevelop any former military base located in Madison County, Illinois and acquired by the District from the federal government, pursuant to a certain agreement. Effective immediately.
