Synopsis As Introduced
Creates the Health Access Network Act. Requires the Department of Public Health to establish a pilot program in Kane County to provide funding for and coordination of specialty health care services, pharmaceutical drug assistance, and diagnostic testing for individuals who are not eligible for medical assistance under the Illinois Public Aid Code and who do not have other health insurance coverage. Provides that an entity that has established consortia of health entities may apply for a grant to administer the pilot program. Provides for operation of a multi-county program. Requires a report by the Department to the General Assembly. Provides that implementation of the pilot program is subject to appropriations. Effective immediately.

Governor Amendatory Veto Message
Recommends that: the program be established by the Department of Healthcare and Family Services (rather than the Department of Public Health); the program be established statewide (rather than in Kane County); a provision making implementation of the program subject to appropriations be deleted; and other corresponding changes be made.
