Synopsis As Introduced
Amends the Freedom of Information Act. Exempts the e-mail addresses of university students, employees, and governing board members from the Act's copying and inspection requirements. Effective immediately.

House Committee Amendment No. 1
Changes the exemption to electronic mail addresses of only students of any university, college, vocational institution, or other educational institution funded in whole or in part with State moneys.

 Fiscal Note (Board of Higher Education)
 No fiscal impact to State or higher education institutions.

Senate Floor Amendment No. 1
Deletes reference to:
5 ILCS 140/7
Adds reference to:
110 ILCS 305/1g new

Deletes everything after the enacting clause. Amends the University of Illinois Act. Provides that the University may not disclose the electronic mail addresses of any University employee or student if the disclosure is likely to result in the employee or student receiving an unsolicited mass communication. Provides that single or consecutive requests for the electronic mail addresses of more than 25 employees or students are presumed to be made for the purpose of unsolicited mass communications. Provides that requests for electronic mail addresses by the news media are not considered to be made for the purpose of unsolicited mass communications regardless of the number of the addresses requested if the requests are made to access and disseminate information regarding the health, safety, welfare, or legal rights of the general public.
