Synopsis As Introduced
Amends the Consumer Fraud and Deceptive Business Practices Act concerning product and services charges billed on telephone bills. Provides that a third-party vendor shall not bill a consumer for goods or services that will appear as a charge on a consumer's telephone bill. Effective immediately.

House Floor Amendment No. 1
Replaces everything after the enacting clause. Reinserts the bill as introduced but exempts from the scope of the prohibition (1) services or goods provided by a telecommunications carrier subject to the provisions of Section 13-903 of the Public Utilities Act, (2) services or goods sold by any affiliate of the telecommunications carrier issuing the bill to the consumer, (3) services or goods sold by any third-party vendor having certain contracts with the telecommunications carrier issuing the bill to the consumer, (4) certain wireless services, (5) certain message telecommunications services, and (6) contributions to any charitable organization subject to Section 501(c)(3) of the Internal Revenue Code. Effective January 1, 2013.

Senate Committee Amendment No. 1
Replaces everything after the enacting clause with provisions identical to House Amendment No. 1, but includes a provision excluding from the scope of the bill message telecommunications services that are initiated by calls subject to the Pay-Per-Call Services Consumer Protection Act.
