Synopsis As Introduced
Amends the School Code. Makes a technical change in a Section concerning the transportation of pupils.

House Floor Amendment No. 2
Deletes reference to:
105 ILCS 5/29-2
Adds reference to:
105 ILCS 5/21B-30

Replaces everything after the enacting clause. Amends the Educator Licensure Article of the School Code. Removes language that provides that no candidate may be fully admitted into an educator preparation program at a recognized Illinois institution until he or she has passed a test of basic skills. Provides instead that all applicants seeking a Professional Educator License or an Educator License with Stipulations shall be required to pass the State Board of Education's recognized test of basic skills prior to their student teaching, with exceptions. Provides that the passage of a test of basic skills shall not be a prerequisite for admission into a graduate program for speech-language pathology. Provides that an individual admitted into a graduate program for speech-language pathology must pass a test of basic skills prior to commencement of his or her full-time school internship.

Senate Committee Amendment No. 1
Replaces everything after the enacting clause. Amends the Educator Licensure Article of the School Code. Provides that applicants seeking a Professional Educator License or an Educator License with Stipulations shall be required to pass a test of basic skills before the license is issued (instead of being required to pass a test of basic skills, unless the endorsement the individual is seeking does not require passage of the test). Provides that all applicants completing Illinois-approved, teacher education or school service personnel preparation programs shall be required to pass the State Board of Education's recognized test of basic skills prior to starting their student teaching or starting the final semester of their internship, unless required earlier at the discretion of the recognized, Illinois institution in which they are completing their approved program (instead of providing that no candidate may be fully admitted into an educator preparation program at a recognized, Illinois institution until he or she has passed a test of basic skills).

Senate Floor Amendment No. 2
Restores current law with respect to requiring passage of a test of basic skills unless the endorsement the individual is seeking does not require passage of the test.
