Synopsis As Introduced
Amends the Critical Health Problems and Comprehensive Health Education Act. Requires a comprehensive health education program to include instruction in secondary schools on clinical depression and suicide prevention. Amends the State Mandates Act to require implementation without reimbursement.

Fiscal Note (Illinois State Board of Education)
House Bill 483 creates a service mandate for local school districts; however, it is specifically exempt from state reimbursement under the State Mandates Act. While it is exempt from reimbursement, it is likely that most secondary schools already include instruction on clinical depression and suicide prevention as part of their comprehensive mental health and illness curricula. Even if the material is not now covered, it is likely that it can be covered with existing staff and resources without any significant new cost.
