Synopsis As Introduced
Amends the State Officials and Employees Ethics Act, Secretary of State Act, Children and Family Services Act, Department of Human Services Act, School Code, Illinois Public Aid Code, and Toll Highway Act. Establishes and, in some cases, changes minimum qualifications for Inspectors General of the Auditor General, Secretary of State, Department of Children and Family Services, Department of Human Services, local boards of education, the Chicago Public Schools, the Department of Healthcare and Family Services, and the Toll Highway Authority. Effective immediately.

House Committee Amendment No. 1
Replaces everything after the enacting clause. Reinserts the provisions of the introduced bill with changes. In provisions setting forth requirements for persons appointed to serve as Inspectors General under each of the affected Acts, provides that the limitation on prior employment does not apply to persons (i) who are appointed before the effective date of the amendatory Act or (ii) whose employment with the affected entity has been in the Office of the Inspector General for that entity. Effective immediately.
