Synopsis As Introduced
Creates the Idling Time and Emissions Reduction Act. Provides that a marine or rail terminal must operate in a manner that does not cause the engines of diesel trucks to idle or queue for more than 30 minutes while waiting to enter the terminal. Provides that any time a truck idles for more than 30 minutes while waiting to enter, the terminal is guilty of a petty offense punishable by a fine of $250. Provides that a terminal that takes any action intended to avoid or circumvent the requirements of the Act or the reduction of emissions of particulate matter from idling or queuing trucks is guilty of a petty offense punishable by a fine of $750 per truck per violation. Provides that any attempt by the terminal to seek from a vehicle operator reimbursement of a fine under the Act is a Class C misdemeanor. Creates exceptions from application of the Act. Provides that the Secretary of State is responsible for enforcement of the Act and must adopt rules for its implementation.
