Synopsis As Introduced
Amends the Illinois Insurance Code. Provides that an insurer authorized to do business in this State may not use a person's ZIP code in underwriting or rating personal insurance, including the determination of premium rates.

House Committee Amendment No. 1
Replaces everything after the enacting clause. Reinserts the contents of the bill as introduced with the following change. Provides that an insurer authorized to do business in this State may not use a person's ZIP code in underwriting or rating property insurance (instead of personal insurance), including the determination of premium rates.

 Housing Affordability Impact Note, House Committee Amendment No. 1 (Housing Development Authority)
 This legislation prohibits insurers in the State to use Zip Codes in determining premium rates for property insurance. There is insufficient information to calculate an exact dollar amount however this legislation should benefit certain groups of homeowners if insurers find alternative criteria that are reflective of actual premium costs.

 Based on a review of the bill it has been determined that the bill would neither increase nor decrease the number of judges needed in the State.

 State Debt Impact Note, House Committee Amendment No. 1 (Government Forecasting & Accountability)
 HB 1360 (H-AM 1) would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness.
