Synopsis As Introduced
Creates the Law Enforcement Officer Stun Gun and Taser Use Reporting Act. Provides that beginning January 1, 2014 until December 31, 2018, subsequent to the use of a stun gun or taser by a State or local law enforcement officer to subdue a subject, the officer shall record certain information concerning the tased person. Provides that every law enforcement agency shall, by March 1 with regard to data collected during July through December of the previous calendar year and by August 1 with regard to data collected during January through June of the current calendar year, compile the data on the standardized law enforcement data compilation form provided by the Illinois Criminal Justice Information Authority and transmit the data to the Authority. Provides that the Illinois Criminal Justice Information Authority shall analyze the data provided by law enforcement agencies required by the Act and submit a report of the previous year's findings to the Governor, the General Assembly, and each law enforcement agency no later than July 1 of each year. Repeals the Act on July 1, 2019.

Replaces everything after the enacting clause. Amends the Illinois Police Training Act. Requires police training in the use of electronic control devices, including the psychological and physiological effects of the use of those devices on humans. Provides that beginning January 1, 2014 and ending December 31, 2015, the Illinois Law Enforcement Training Standards Board shall randomly inspect police departments of units of local government and university police departments concerning the use of electronic control devices by law enforcement officers of the departments to determine whether the officers received appropriate training in their use. Provides that the Board shall compile the information from the random inspections and analyze the results. Provides that based on the analysis, the Board shall issue a report and present its report and findings to the Governor and General Assembly on or before June 30, 2016. Provides that the Board in its report may recommend legislation concerning the use of electronic control devices by law enforcement officers and the training of law enforcement officers in the use of those devices. Provides that these provisions are repealed on July 1, 2016. Effective January 1, 2014.
