Synopsis As Introduced
Amends the Downstate Teacher Article of the Illinois Pension Code. Directs the System to conduct a divided medicare coverage referendum, open to teachers continuously employed by the same employer since March 31, 1986. Allows eligible teachers to irrevocably elect to participate in the federal medicare program. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

 The fiscal impact of HB 79 has not been calculated but is estimated to be minor.

Defines "referendum".

 Pension Note (H-AM1) (Illinois Pension Laws Commission)
 Increases in Medicare coverage would reduce the costs of the Teacher Retirement Insurance Program. Permitting teachers who were not previously allowed to participate in Medicare to elect participation may reduce state contributions for the Teacher Retirement Insurance Plan in the future.
