Replaces everything after the enacting clause. Creates the Chicago Casino Development Authority Act. Provides for the creation of the Chicago Casino Development Authority, whose duties include promotion and maintenance of a casino. Creates the Illinois State Fairgrounds Racetrack Authority Act. Creates the Illinois State Fairgrounds Racetrack Authority to promote, operate, and maintain horse racing operations through a racing contractor in the Illinois State Fairgrounds. Makes corresponding changes in the State Fair Act. Amends the State Finance Act to create the State Fairgrounds Infrastructure Improvement Fund and the Future of Agriculture Fund. Amends the Illinois Horse Racing Act of 1975 and the Riverboat Gambling Act to authorize electronic gaming at race tracks (and makes conforming changes in various Acts). Further amends the Illinois Horse Racing Act of 1975. Makes various changes concerning Board members. Contains provisions concerning testing of horses at county fairs, payments from the Horse Racing Fund, and standardbred horses. Further amends the Riverboat Gambling Act. Changes the short title to the Illinois Gambling Act. Adds additional owners licenses, one of which authorizes the conduct of riverboat or land-based gambling in the City of Chicago. Makes changes in provisions concerning the admission tax and privilege tax. Makes other changes. Makes corresponding changes in other Acts. Amends the Video Gaming Act. Provides that the Illinois Gaming Board shall issue a provisional license to an applicant for licensure as a licensed establishment, licensed truck stop establishment, licensed fraternal establishment, or licensed veterans establishment if the applicant meets certain criteria. Provides that the Board shall adopt emergency rules to administer the Act within 120 days after the effective date of the amendatory Act. Effective immediately.

House Committee Amendment No. 2
In the Riverboat Gambling Act, provides that beginning on the effective date of the amendatory Act and ending July 1, 2014, from the tax revenue deposited in the State Gaming Fund, $2,000,000 shall be deposited annually into the Foreclosure Prevention Program Fund.

In the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois, makes changes to provisions concerning the Depressed Communities Economic Development Board.

House Committee Amendment No. 5
In the Illinois Horse Racing Act of 1975, provides that upon application the Board may issue a license to the Illinois State Fairgrounds Racetrack Authority authorizing the pari-mutuel system of wagering on live harness races, inter-track wagering, and simulcast wagering through a racing contractor, as that term is defined in the Illinois State Fairgrounds Racetrack Authority Act, at the Illinois State Fairgrounds in Sangamon County. In a provision providing that organization licensees awarded standardbred dates shall run at least 3,500 races in total during that calendar year, provides that standardbred racing conducted in Sangamon County shall not be counted towards the total number of races. Provides that annually, from the purse account of an organization licensee racing at the Illinois State Fairgrounds, an amount equal to 14.33% shall be transferred to the thoroughbred purse accounts of each of the following: Arlington Park Racetrack, Hawthorne Racecourse, and Fairmount Park Racetrack. Provides that beginning on January 1, 2013, from the purse account of an organization licensee racing at the Illinois State Fairgrounds, an amount equal to $100,000 shall be transferred into the Illinois Racing Quarterhorse Breeders Fund. Makes other changes.

House Floor Amendment No. 6
Adds reference to:

In the Chicago Casino Development Authority Act, provides that the Authority shall not award certain contracts to any proposer other than the lowest proposer unless authorized or approved by a vote of at least 2 members of the Board (instead of at least 3 members). In a provision concerning ethical conduct, makes a technical change. In the State Finance Act, changes cross-references to the Riverboat Gambling Act (now, the Illinois Gambling Act) in a provision concerning the Gaming Facilities Fee Revenue Fund. In the Illinois Horse Racing Act of 1975, makes technical changes in provisions concerning the Illinois Thoroughbred Breeders Fund and the Illinois Quarter Horse Breeders Fund. In the Riverboat Gambling Act (now, the Illinois Gambling Act), makes a change to the definition of "license bid". In a provision concerning whether to grant an owners license to an applicant, provides that the Board shall consider the extent to which the proposed host municipality plans to enter into revenue sharing agreements with other communities and the terms of those agreements. Makes changes to provisions concerning the type and quantity of owners licenses that the Board may issue to the City of Chicago, City of Danville, City of Park City, City of Rockford, and a municipality located in a certain township of Cook County. Provides that the applicant and corporate authority are not required to certify to the Board prior to licensure that they have mutually agreed on the temporary location of the casino or riverboat. Provides that an owners licensee who conducted gambling operations prior to January 1, 2011 and purchases gaming positions on or after the effective date of the amendatory Act shall pay an initial fee and make a certain reconciliation payment. Provides that certain provisions concerning the required procedures for an open and competitive bidding process shall apply to the issuing of new owners licenses pursuant to the amendatory Act. Provides that certain tax revenue deposited in the State Gaming Fund and paid to a host municipality may not be shared with any other unit of local government. Provides that certain tax revenue deposited in the State Gaming Fund and paid into the State and County Fair Assistance Fund shall supplement, and not supplant, other State funding for the appropriated purposes of the moneys. Provides that certain grants by the Department of Agriculture from the State and County Fair Assistance Fund may not exceed $100,000 (instead of $20,000). Also makes technical changes.

House Floor Amendment No. 7
In the Chicago Casino Development Authority Act, provides that 50% of any initial consideration (instead of the total amount) received by the Authority that was paid as an inducement pursuant to a bid for a casino management contract or an executed casino management contract must be transmitted to the State and deposited into the Gaming Facilities Fee Revenue Fund. Provides that the initial consideration shall not include any amounts paid by an entity on behalf of the Authority for any license or per position fees imposed pursuant to the Illinois Gambling Act or any other financial obligation of the Authority. In the Riverboat Gambling Act (now, the Illinois Gambling Act), provides that a certain privilege tax shall also be imposed on persons engaged in the business of conducting casino gambling (in addition to riverboat gambling and electronic gaming operations) based on the adjusted gross receipts received by such licensee from the gambling games authorized under the Act. In the same provisions, makes changes to the privilege tax rates for all gambling games other than table games. Provides that beginning on January 1, 2012 (instead of from January 1, 2012 until December 31, 2014), the calculation of "gross receipts" or "adjusted gross receipts" for a riverboat or casino shall not include the total dollar amount of non-cashable vouchers, coupons, and electronic promotions redeemed by wagerers upon the riverboat or in the casino. Deletes language requiring the Illinois Gaming Board to submit to the General Assembly a comprehensive report no later than March 31, 2015 detailing certain information. Makes other changes.
