Synopsis As Introduced
Amends the Nursing and Advanced Practice Nursing Act. Increases the amount of moneys in the Nursing Dedicated and Professional Fund to be appropriated to the Department of Public Health for nursing scholarships awarded pursuant to the Nursing Education Scholarship Law from $750,000 to $1,500,000 for the fiscal year beginning July 1, 2004 and each fiscal year thereafter. Effective immediately.

Changes the amount of moneys in the Nursing Dedicated and Professional Fund to be appropriated to the Department of Public Health for nursing scholarships from $1,500,000 to $1,200,000.

 At the present time, $750,000 is appropriated each year from the Nursing Dedicated and Professional Fund to the Department of Public Health for nursing scholarships. HB7029 would increase this total to $1.2 million. This is an increase of $450,000. Based on department projections, the Fund will encounter deficits beginning September 2005. DPR introduced an emergency rule change to JCAR last month. The emergency rule resulted in an increase in RN and LPN renewal fees. This will generate $3.5 million in new revenue for the Fund. With approval of the fee increase, the $450,000 of new scholarships can be covered. Without approval, the additional expenditure for the new scholarships would exhaust the Fund in August 2005.

Adds reference to:
30 ILCS 105/8h

Replaces everything after the enacting clause with the engrossed bill with the following changes. Amends the State Finance Act and the Nursing and Advanced Practice Nursing Act to exempt funds set aside for nursing scholarships from being transferred to the General Revenue Fund. Effective immediately.
