Synopsis As Introduced
Amends the Illinois Procurement Code. Exempts the construction of the Illinois Emergency Management Agency's Emergency Operations Center, if the majority of funding is from federal funds, from provisions requiring separate bids for specified components of a construction contract exceeding a value of $250,000. Effective immediately.

Deletes everything after the enacting clause. Creates the Design-Build Procurement Act. Provides procedures by which State agencies may solicit design-build proposals. Applies to State construction agencies as defined in the Illinois Procurement Code other than public colleges and universities and their governing boards. Requires that each request for design-build proposals include scope and performance criteria. Requires State agencies to establish a committee to evaluate and select design-build firms. Sets forth the procedures for selecting a design-build firm. Sets forth the procedures by which design-build firms may submit proposals. Sets forth the procedures by which a State agency may award a design-build contract. Makes other provisions concerning design-build contracts. Amends the Illinois Procurement Code. With respect to the requirement of separate bids on specified work subdivisions for construction contracts exceeding a value of $250,000, exempts a contract for construction of an Emergency Operations Center for the Illinois Emergency Management Agency if (i) a majority of the funding comes from federal funds, (ii) the successful bid identifies the cost of each work subdivision and any subcontractor, and (iii) the written consent of the Capital Development Board is required for the termination of an identified subcontractor. Effective immediately.

 House Bill 7019, as amended by House Amendment #2, has no fiscal impact.
