Synopsis As Introduced
Amends various Acts relating to the governance of the public universities in Illinois. For tuition purposes, requires an individual who is not a citizen or permanent resident of the United States to be classified as an Illinois resident if the individual graduated from a high school in this State, among other conditions. Provides that certain aliens must be given the same privilege of qualifying for resident status for tuition and fee purposes as a citizen of the United States. Provides that an individual who was formerly a resident of this State is entitled to pay tuition at the rate provided for Illinois residents if the parent with whom the individual does not primarily reside continues to reside in this State, among other conditions. Effective immediately.

House Floor Amendment No. 1
Adds reference to:
110 ILCS 805/6-4a new

Deletes everything after the enacting clause. Amends various Acts relating to the governance of public universities and community colleges in Illinois. For tuition purposes, requires a governing board to deem an individual an Illinois resident, until the individual establishes a residence outside of this State, if (1) the individual resided with his or her parent or guardian while attending a public or private high school in this State; (2) the individual graduated from a public or private high school or received the equivalent of a high school diploma in this State; (3) the individual attended school in this State for at least 3 years as of the date the individual graduated from high school or received the equivalent of a high school diploma; (4) the individual registers as an entering student not earlier than the 2003 fall semester; and (5) in the case of an individual who is not a citizen or a permanent resident of the United States, the individual provides an affidavit stating that the individual will file an application to become a permanent resident of the United States at the earliest opportunity the individual is eligible to do so. Provides that any revenue lost by a university in implementing the amendatory provisions shall be absorbed by the university's income fund. Effective immediately.
