Synopsis As Introduced
Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois by repealing provisions establishing design professionals dedicated employees within the Department. Amends the Illinois Architecture Practice Act of 1989. Provides that the involvement of a licensed architect is not required (rather than the Act does not apply) under specified circumstances. Defines "public health", "public safety", and "public welfare". Makes changes in provisions concerning the qualifications for licensure. Provides that an unlicensed person who has completed the education requirements, is actively participating in the diversified professional training, and maintains in good standing a training record as required for licensure may use the title "architectural intern", but may not engage in the practice of architecture. Makes other changes.

 Fiscal Note (Department of Professional Regulation)
 With the passage of House Bill 5892, it is assumed that 10% of staff time for these individuals could be dedicated to other profession workloads. This would likely result in a reduction in the assessment of direct and indirect agency expenses against the Design Professionals Fund of up to $30,000 per year.

Replaces everything after the enacting clause with the bill as introduced with the following changes. Replaces the repealer of a provision of the Department of Professional Regulation Law of the Civil Administrative Code of Illinois concerning design professionals dedicated employees within the Department with changes to those provisions, including changing the name of those employees to design professionals designated employees, changing the titles given to specific design professional designated employees, and removing the limitation on the duties of the employees to the administration of the design profession Acts.
