Synopsis As Introduced
Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Creates the Local Government Road Salt Purchase Reimbursement Fund. Provides that moneys in the Fund shall be used by the Department of Transportation to make grants to counties, municipalities, townships, and road districts in the northeastern Illinois region that entered into contracts for the purchase of road salt for the 2008-2009 winter season at a rate that exceeds the regional average. Amends the State Finance Act. Provides that the sum of $14,500,000 shall be transferred from the Fund for Illinois' Future to the Local Government Road Salt Purchase Reimbursement Fund. Effective immediately.

Replaces everything after the enacting clause. Reinserts the provisions of the introduced bill with changes. Provides that moneys in the Local Government Road Salt Purchase Reimbursement Fund may be used subject to appropriation. Provides that counties, municipalities, townships, and road districts in the northeastern Illinois region are eligible for grants if they (i) participated in the original bid process with the Department of Central Management Services for the purchase of road salt for the 2008-2009 winter season, (ii) did not receive a bid during that original bid process, and (iii) purchased road salt for the 2008-2009 winter season at a rate that exceeds $68.59 per ton. Provides that grants shall be awarded in an amount equal to the difference between (i) the amount of the contract price negotiated by the Department of Central Management Services or the county, municipality, township, or road district for only the tonnage of road salt designated for that county, municipality, township, or road district in the original Central Management Services bid process and (ii) $69.00 multiplied by the tonnage of road salt designated for the county, municipality, township, or road district in the original Central Management Services bid process. Provides that grant awards may not exceed $70.00 per ton. Deletes a provision from the introduced bill that provides that $14,500,000 shall be transferred from the Fund for Illinois' Future to the Local Government Road Salt Reimbursement Fund. Provides that $12,900,000 shall be transferred from the FY09 Budget Relief Fund to the Local Government Road Salt Purchase Reimbursement Fund. Effective immediately.

Replaces everything after the enacting clause. Amends the General Obligation Bond Act. Authorizes an additional $4,096,348,300 in Bonds to be used for the purpose of making the State's Fiscal Year 2011 required contributions to designated retirement systems. Provides that the terms of the Bonds may not exceed 8 years from issuance, and the Bonds must be issued with specified principal or mandatory redemption amounts. Makes other changes. Amends the Illinois Pension Code. In provisions of each of the 5 State-funded retirement systems concerning the State contribution, (i) makes changes concerning the required State contribution to the systems for State fiscal year 2011 and (ii) requires the systems to recalculate and recertify the required State contributions for fiscal year 2011. Amends the State Pension Funds Continuing Appropriation Act. Limits the continuing appropriations for the State-funded retirement systems for fiscal year 2011 to the amounts certified by the systems, less the gross proceeds of the general obligation bonds sold in fiscal year 2011. Effective immediately.
