Changes references throughout the Act from "registration" to "licensure", from "Director of Professional Regulation" to "Secretary of Financial and Professional Regulation", and from "Department of Professional Regulation" to "Department of Financial and Professional Regulation". Sets forth a definition of "address of record". Makes changes to provisions concerning the Board of Environmental Health Practitioners, including terminating the appointments of Board members currently appointed and serving on the effective date of the amendatory Act and setting forth term limits for initial and subsequent appointees. Makes changes to the grandfather provision of the Act and provisions concerning environmental health practitioners in training and grounds for disciplinary or non-disciplinary action. Provides for the imposition of a civil penalty of $10,000 (rather than $5,000) for each offense of unlicensed practice. Makes other changes. Effective immediately.

Senate Committee Amendment No. 3 (Senate recedes Nov 20, 2008)
Further amends the Environmental Health Practitioner Licensing Act. Provides that a person seeking restoration of a license under the Act that has been expired or placed on inactive status for a period of 5 years or more may have the license restored by making application to the Department and filing proof acceptable to the Department of fitness to have the license restored. Sets forth items that may constitute such proof. Makes a technical correction.
