Creates a task force on the State Advocacy Program for the Homeless Mentally Ill and Developmentally Disabled under the Department of Human Services.

Removes references to the task force. Provides that the Department of Human Services shall consider the feasibility of creating a State Advocacy Program for the Homeless Mentally Ill and Developmentally Disabled. Sets out criteria that the Department should follow if a program is established.
