Provides that there is coverage under the Act for medically necessary physical therapy and occupational therapy when that therapy is ordered for the treatment of autoimmune diseases or referred for the same purpose (rather than at any time medically necessary physical therapy and occupational therapy is ordered or referred). Effective January 1, 2011.

Replaces everything after the enacting clause. Amends the State Finance Act. Creates the General Obligation Restructuring Bond Fund and the General Obligation Restructuring Bond Debt Service Fund as special funds in the State treasury. Provides that the Comptroller shall transfer into the General Obligation Restructuring Bond Debt Service Fund certain amounts to service debt due on General Obligation Restructuring Bonds. Amends the General Obligation Bond Act. Increases total authorized amount of General Obligation Bonds. Provides that $8,750,000,000 of Bonds authorized by this amendatory Act shall be used to pay vouchers that are at least 60 days past due, medical expenses incurred by the State under its health plans, corporate income tax refunds, and other operating expenses of the State. Provides that the proceeds of these Bonds shall be deposited in the General Obligation Restructuring Bond Fund. Provides for the conditions for issuance and sale of General Obligation Restructuring Bonds. Makes other changes. Effective immediately.

 SB 336 (H-AM 2) authorizes the bonds be payable within 15 years of their issuance date and adhere to the following maturity schedule: Year 2012 = $100,000,000; Year 2013 =$100,000,000; Year 2014 =$200,000,000; Year 2015 =$450,000,000; Year 2016-2025 =$765,000,000; Year 2026 =$250,000,000; Total = $8,750,000,000. All proceeds received through the issuance of General Obligation Restructuring Bonds are to be used for the purposes of paying vouchers that are at least 60 days past due, paying medical expenses and other obligations incurred by the State under its health plans and programs, paying corporate income tax refunds and paying other unfunded liabilities of the State. The proceeds of the State General Obligation Restructuring Bonds, upon receipt of funds, will be deposited into the General Obligation Restructuring Bond Fund. The Comptroller and the Treasurer will then be required to make transfers to the General Revenue Fund for the funds to be used for the purposes outlined above. The impact of SB 336 (H-AM 2) on each fiscal year's budget from FY12 to FY26 will be the total principal, as shown in the above principal maturity schedule, totaled with all semi-annual interest payments made each fiscal year. The amount of interest will vary based on market conditions at the time of issuance.
