Synopsis As Introduced
Amends the Emergency Medical Services (EMS) Systems Act. Makes changes in the provision concerning definitions to include "Emergency Medical Services Personnel". Makes changes in the provisions concerning scope of services, Emergency Medical Services (EMS) Regions, Emergency Medical Services (EMS) Systems, the development and content of EMS Region Plans, Emergency Medical Services (EMS) Resource Hospitals, EMS System participation suspensions and due process, the State Emergency Medical Services Disciplinary Review Board, Emergency Medical Services Personnel licensure levels (now Emergency Medical Technician (EMT) licensure), scope of practice, EMS Lead Instructors, Emergency Medical Dispatchers, Trauma Nurse Specialist (TNS) licensure (now certification), Pre-Hospital RNs and Emergency Communications Registered Nurses, Trauma Center designations, Trauma Center misrepresentation, complaint investigations, violations and fines, misrepresentation, falsification of documents, criminal penalties, injunctions, the State Emergency Medical Services Advisory Council, and the State Trauma Advisory Council. Repeals a provision concerning First Responders. Effective on January 1, 2013.

Senate Committee Amendment No. 1
Changes the definition of "Advanced Emergency Medical Technician" to replace a reference to an Emergency Medical Technician course with a reference to a Life Support EMS System.

Senate Floor Amendment No. 2
Further amends the Emergency Medical Services (EMS) Systems Act. Provides that "Trauma Nurse Specialist" means a registered professional nurse with an unencumbered Registered Nurse (RN) license in the State in which he or she practices (instead of simply a registered professional nurse) who has successfully completed supplemental education and testing requirements (instead of completed education and testing requirements). Makes similar changes concerning an unencumbered license in the definitions of "Emergency Communications Registered Nurse" and "Pre-Hospital Registered Nurse". Makes a technical change in the definition of "Emergency Communications Registered Nurse". In the definition of "Pre-Hospital Registered Nurse", adds a qualifier that the individual be approved to practice within an Illinois EMS System (instead of within an EMS System).

House Floor Amendment No. 1
Provides that after the effective date of the amendatory Act and until the end of a 24-month transition period, persons licensed as a First Responder are deemed to be licensed as an Emergency Medical Responder, persons licensed as an Emergency Medical Technician-Basic or "EMT-B" are deemed to be licensed as an Emergency Medical Technician or "EMT", and persons licensed as an Emergency Medical Technician-Paramedic or "EMT-P" are deemed to be licensed as a Paramedic. Provides that within 270 days after the effective date of the amendatory Act, the Department of Public Health shall establish by administrative rule a transition period of 24 months for EMS Systems within each EMS Region to educate all actively licensed and certified EMS personnel to transition to the requirements as established by the National Emergency Medical Services Education Standards. Provides that all new EMS coursework applied for after January 1, 2013 must meet the minimum requirements as established by the National Emergency Medical Services Education Standards, except that the EMT-Intermediate to Paramedic bridge course may be applied for utilizing the U.S. Department of Transportation National Standard Curricula through December 1, 2016.

Replaces everything after the enacting clause. Amends the Fair Patient Billing Act to require the Attorney General to develop standard provisions in applications for financial assistance, together with rules for determining presumptive eligibility. Amends the Hospital Uninsured Patient Discount Act to make changes concerning discounted charges for uninsured patients. Effective immediately.

 No land conveyances are included in this bill, therefore, there are no appraisals to be filed.

 Correctional Note, House Floor Amendment No. 2 (Dept of Corrections)
 There are no penalty enhancements associated with SB 3261 (H-AM 2). The bill would have no fiscal or population impact on the Department.

 Housing Affordability Impact Note, House Floor Amendment No. 2 (Housing Development Authority)
 SB 3397 (H-AM 1) will not impact any public pension fund or retirement system in Illinois.

 State Debt Impact Note, House Floor Amendment No. 2 (Government Forecasting & Accountability)
 SB 3261, as amended by House Amendment 2, would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness.

 Pension Note, House Floor Amendment No. 2 (Government Forecasting & Accountability)
 SB 3261 (H-AM 2) will not impact any public pension fund or retirement system in Illinois.
