Synopsis As Introduced
Amends the School Safety Drill Act. With respect to the report produced after the annual review required to be conducted by a public school district, requires the report to report any renovation or addition to a school building or a change in the floor plan, any emergency and crisis response plan, or any evacuation plan of a school building and acknowledge that there has been submission of a change in floor plans, an emergency and crisis response plan, or an evacuation plan to the local fire department, the local law enforcement agency, or other emergency responders. Provides that, within 30 days after completion of any renovation or addition to a school building or a change in the floor plan, an emergency and crisis response plan, or an evacuation plan of a school building that modifies a previously approved emergency crisis response plan at least 60 days prior to the annual review meeting required to be conducted by a public school district, the school board or its designee shall contact the local fire department, the local law enforcement agency, and other emergency responders to set up a meeting to review any changes in procedures and protocols affected by building modifications as a result of renovations, additions, or changes in floor plans, an emergency and crisis response plan, or an evacuation plan. Effective immediately.

 There are no penalty enhancements associated with this bill. The bill would have no fiscal or population impact on the Department.

 This bill does not have any significant fiscal impact on the State budget.

 State Debt Impact Note (Government Forecasting & Accountability)
 HB 3133 would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness.

 Pension Note (Government Forecasting & Accountability)
 There is no discernible fiscal impact of any pension system associated with HB 3133.

 Judicial Note (Admin Office of the Illinois Courts)
 This bill would neither increase nor decrease the number of judges needed in the State.

 Fiscal Note (State Board of Education)
 There is no specific fiscal impact for the State under HB 3133. Local school districts may be required to expend some resources since there could be the potential requirement for school boards or their designee to set up a second meeting with first responders to review any building renovations/additions, floor plan changes, or revisions to the crisis response plan or the evacuation plan. In addition, first responders who are required to participate in the review may have to expend personnel or resources to meet with the school board or designee.

 This bill would neither increase nor decrease the number of judges needed in the State.

105 ILCS 5/18-8.07 new

Replaces everything after the enacting clause. Amends the Common School Fund Article of the School Code. Provides that the appropriations that fund the purposes found in the State aid formula provisions concerning general State financial aid and the foundation level of support and supplemental general State financial aid grants shall be a lump sum. Provides that, in addition to the lump sum appropriation, the appropriation bill shall list, for informational purposes only, the approximate amounts, as provided by the State Board of Education, that are forecast to be paid for specified components of general State aid. Provides that if the general State aid appropriation is funded from more than one fund, then these guidelines shall apply to any lump sums for this purpose. Effective immediately.
