Synopsis As Introduced
Amends the Illinois Procurement Code. Specifies that the 10-year limit on the duration of State contracts and leases is inclusive of proposed renewals.

Governor Amendatory Veto Message
Recommends that the Illinois Procurement Code be further amended as follows: Specifies that the maximum duration of certain installment purchase contracts entered into by State public universities financed by selling certificates of participation in the installment payments is (i) 120% of the average reasonably expected economic life of the purchase as determined under a named federal tax code provision or (ii) 20 years, if the useful life of the purchase cannot be so determined. Requires that the university file a statement of the purposes of the contract with the Commission on Government Forecasting and Accountability.
