Synopsis As Introduced
Amends the Unemployment Insurance Act. Provides that an employer is not chargeable for any benefit charges resulting from the payment of benefits to an individual for any week of unemployment if the employer's business is closed solely because of the entrance of the employer, one or more of the partners or officers of the employer, or the majority stockholder of the employer into active duty in the Illinois National Guard or the Armed Forces. Effective immediately.

 Fiscal Note (Department of Employment Security)
 It is difficult to quantify the number of employers potentially affected and impossible to predict future calls to active duty, however it is highly unlikely that this amendment would result in any significant unfunded administrative costs. There would be some minor retraining and special handling costs associated with this new component of the Unemployment Act, which should easily be absorbed by federal administrative grant funding. Precise Unemployment Insurance benefit charge projections are likewise impossible, but the expectation is that they would be minimal. The bill would pool the costs attributable to this situation, spreading them across all employers rather than the more typical approach of directly charging the employer of the idled employees. Illinois' unemployment trust fund is currently over $900 million in debt to the federal government, and the pooling of these charges might exacerbate that position in the near term, most likely by an insignificant amount.

Further amends the Unemployment Insurance Act. In language providing that the receipt of certain wages reduces weekly benefits payable to an individual, provides that benefits payable for any week shall not be reduced by any amount of remuneration paid to the individual with respect to that week for non-active duty training and services as a member of the Illinois National Guard or the Armed Forces Reserve. Effective immediately.
