Synopsis As Introduced
Amends the Illinois Municipal Code. Allows a territory, incorporated town, city, village, or city under special charter that is seeking to incorporate as any form of municipality to adopt a minority representation plan (now, only applies to a territory, village, incorporated town, or city under special charter that proposes to be incorporated as a city). Contains provisions concerning representation by aldermen or board members and staggered elections for any form of municipality under a minority representation plan. Makes other changes.

Deletes everything. Amends the Illinois Municipal Code. Allows a municipality to elect, by ordinance, to grant cumulative voting rights to electors in primary and general municipal elections. Provides that if the ordinance is adopted, each elector may cast all of his or her votes for alderman, trustee, commissioner, or member for one candidate or distribute the votes equally among no more than the number of candidates to be elected at that election, and the candidates with the highest number of votes shall be declared elected.
