Synopsis As Introduced
Amends the School Code. Makes changes concerning the Professional Development Block Grant; a census for special education; the missing child program; the school technology program; special education transition goals, supports, and services; the definition of "children of limited English-speaking ability"; a school board's power to levy a tax or to borrow money and issue bonds for fire prevention, safety, energy conservation, disabled accessibility, school security, and specified repair purposes; tuition of children from orphanages and children's homes; renewal of a standard teaching certificate; a course dealing with the content of the Illinois Vehicle Code; and driver education reimbursement. Repeals provisions concerning remitting the forfeiture of the school fund by a township that has failed to make required reports, summer school grants for remedial education, arts program grants, recognition of drug-free schools and communities, grants for drug-free schools, scientific literacy, young parents program grants, liability coverage for certificated school employees, supplementary State aid for districts with an increasing weighted average daily attendance, a fee for a life teaching certificate, teacher education trend and certification studies, and a curriculum for reduction of self-destructive behavior.

Makes a technical correction in the Section of the School Code concerning block grants. Further amends the School Code. Makes changes concerning certain State Board of Education reports to the Governor and the General Assembly, the Special Education Services Division of the State Board of Education, the destruction of student biometric information, continuing education units for professional development related to alternative learning, the Community and Residential Services Authority, and tuition of children from orphanages and children's homes. Repeals provisions concerning the Center on Scientific Literacy, notice of State Board of Education meetings and workshops, special pre-apprenticeship vocational programs in high schools, funding for alternative learning opportunities programs, and the Nuclear Energy Education Act. Amends the Illinois School Student Records Act to allow school student records to be released, transferred, disclosed, or otherwise disseminated to the State Board or another State government agency or between or among State government agencies in order to evaluate or audit federal and State programs or perform research and planning, but only to the extent that the release, transfer, disclosure, or dissemination is consistent with the federal Family Educational Rights and Privacy Act. Amends the Vocational Education Act to remove a provision concerning sex bias and sex stereotyping in vocational education programming. Amends the Illinois Summer School for the Arts Act to repeal Sections concerning the board of trustees for the Illinois Summer School for the Arts; adds transfer provisions. Repeals the Council on Vocational Education Act and the Occupational Skill Standards Act.

Deletes everything after the enacting clause. Reinserts the contents of the bill as engrossed, with the following changes. Amends the Illinois Mathematics and Science Academy Law. Provides that the Illinois Mathematics and Science Academy shall be a residential institution that may consist of more than one campus (now, the Academy is a residential institution located in the Fox River Valley). Provides that the superintendent of schools of the school district where each campus of the Academy is located is an ex officio nonvoting member of the Academy's Board of Trustees. Amends the Missing Children Records Act. Provides that for every child enrolled in a particular school, preschool, or day care or other child care facility (instead of upon enrollment of a child for the first time in such a facility), that school or other entity shall notify in writing the person enrolling the child that he or she must provide a certified copy of the child's birth certificate. Requires the school or other entity to promptly make a copy of the certified copy of the child's birth certificate for its records and return the original certified copy to the person providing it. Provides that once a school or other entity has been provided with a certified copy of a child's birth certificate, the school or other entity need not request another such copy for any other year in which the child is enrolled in that school or other entity. The provisions amending the Missing Children Records Act are effective immediately.

House Floor Amendment No. 2
Deletes everything after the enacting clause. Reinserts the contents of the bill as engrossed and as amended by House Amendment No. 1, with the following change. With respect to the Illinois Mathematics and Science Academy, provides that the Academy may develop additional campuses throughout the State and that any additional campus does not need to serve as a residential institution (instead of providing that the Academy shall be a residential institution that may consist of more than one campus). Effective immediately.
