Amends the Statute on Statutes. Makes a technical change in a Section regarding the application of the Act.

Deletes everything after the enacting clause. Amends the State Treasurer Act, the School Code, the Higher Education Student Assistance Act, and the Illinois Prepaid Tuition Act. Provides that the State Treasurer's College Savings Pool must be available to any individual with a valid social security number or taxpayer identification number for the benefit of any individual with a valid social security number or taxpayer identification number, with an exception. With respect to a school service personnel certificate, provides that professional development activities must address the needs of serving students who are the children of immigrants, including, if the certificate holder is employed as a counselor in an Illinois public or State-operated secondary school, opportunities for higher education for students who are undocumented immigrants. Requires the Illinois Student Assistance Commission to establish an Illinois DREAM Fund Commission. Requires the Governor, with the advice and consent of the Senate, to appoint members to the Illinois DREAM Fund Commission; sets forth the responsibilities of the Commission. Requires the Illinois DREAM Fund Commission to establish, by rule, procedures for accepting and evaluating applications for scholarships from the children of immigrants and issuing scholarships to selected student applicants. Sets forth student qualifications for a scholarship. Requires the Illinois Student Assistance Commission to establish an Illinois DREAM Fund to provide scholarships. Provides that the Fund shall be funded entirely from private contributions. Provides that college savings programs established under Higher Education Student Assistance Act must be available to any individual with a valid social security number or taxpayer identification number for the benefit of any individual with a valid social security number or taxpayer identification number. Provides that the Illinois Student Assistance Commission may develop and provide a program of college savings instruments to qualifying Illinois residents (instead of to Illinois citizens). In the Illinois Prepaid Tuition Act, changes certain references from "social security number" to "social security number or taxpayer identification number". Effective immediately.
