Synopsis As Introduced
Contains a preamble concerning Coronavirus Disease 2019 (COVID-19), the Gubernatorial Disaster Proclamations declaring all counties in the State of Illinois as a disaster area, and other matters. Pursuant to the Illinois Emergency Management Agency Act, orders, effective immediately and for the duration of the Gubernatorial Disaster Proclamations, the following: (i) in provisions of subsection (a) of Section 3-11-1 of the Unified Code of Corrections regarding allowable furlough periods, the phrase "for a period of time not to exceed 14 days" is suspended and furlough periods are allowed for up to the duration of the Gubernatorial Disaster Proclamations as determined by the Director of Corrections; (ii) in paragraph (a)(2) of Section 3-11-1 of the Unified Code of Corrections, the phrase "to obtain medical, psychiatric or psychological services when adequate services are not otherwise available" is suspended and furloughs for medical, psychiatric, or psychological purposes are allowed at the discretion the Director of Corrections and consistent with the guidance of the Acting Medical Director of the Department of Corrections; (iii) the Department of Corrections shall file emergency rules as needed to effectuate the intent of this Executive Order.
