Synopsis As Introduced
Amends the Capital Development Board Act. Provides that the Capital Development Board shall adopt rules requiring all bidders to certify that at least 10% of the persons involved in the construction of correctional facilities will hold apprentice or training level positions. Requires the Capital Development Board to adopt rules imposing monetary sanctions for violations.

 State Debt Impact Note (Illinois Economic and Fiscal Commission)
 HB 198 would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness.

 Fiscal Note (Capital Development Board)
 The fiscal impact on the Administrative Budget will be $51,200 for the first year and $44,700 for each subsequent year. The fiscal impact on construction contracts will be $25,000 per $1 million in construction contracts.

 Correctional Note (Department of Corrections)
 House Bill 0198 provides that the Capital Development Board would require all bidders to certify that at least 10% of the persons involved in the construction of correctional facilities will hold apprentice or training level positions, and requires the Capital Development Board to adopt rules imposing monetary sanctions for violations. There are no new incarceration sanctions, enhanced incarceration penalties, or policy requirements for the Department of Corrections associated with this legislation. Therefore, there is no corrections population or fiscal impact on the Department.
