Synopsis As Introduced
Amends the Energy Conservation and Coal Development Act. Makes a technical change in a Section concerning the evaluation of loan applications.

New Act

Replaces everything after the enacting clause. Creates the Environmental Protection Foundation Act. Authorizes the Environmental Protection Agency to create the Environmental Protection Foundation as a not-for-profit foundation. Provides for appointment of the Foundation's Board of Directors. Provides the purposes, duties, and powers of the Foundation. Effective immediately.
