Synopsis As Introduced
Amends the Illinois Municipal Code. Makes a technical change in a Section concerning the president of a village or incorporated town.

House Floor Amendment No. 2
Deletes reference to:

Adds reference to:
65 ILCS 517-1-13.5 NEW
35 ILCS 200/18-184.10 NEW

Deletes everything after the enacting clause. Amends the Property Tax Code and the Illinois Municipal Code. Provides that if specified unincorporated territory is wholly bounded by the City of Rockford, has been so bounded for at least 10 years, and no petition for incorporation has been filed for the territory, then the territory may be annexed by the City of Rockford. Provides that if property is annexed by the City of Rockford, then (i) in the first taxable year after the property is annexed, the county clerk shall abate 75% of the property taxes imposed on that property by the municipality, (ii) in the second taxable year after the property is annexed, the county clerk shall abate 50% of the property taxes imposed on that property by the municipality, and (iii) in the third taxable year after the property is annexed, the county clerk shall abate 25% of the property taxes imposed on that property by the municipality. Effective immediately.

 This bill does pre-empt home rule authority.

 Land Conveyance Appraisal Note, House Floor Amendment No. 2 (Dept. of Transportation)
 There are no Illinois Department of Transportation land conveyances or releases included in this bill, therefore, IDOT has no appraisals to be filed.

 Fiscal Note, House Floor Amendment No. 2 (Dept. of Revenue)
 HB 1629 (H-AM 1) does not impact State revenues. Data provided by county assessment officials to the Department indicates the potential increase in local property tax revenues to be approximately $2.593 million. After abatements, the net potential revenues are as follows: Year 1 = $0.65 million; Year 2 = $1.3 million; Year 3 = $1.95 million.
