Illinois General Assembly - Bill Status for EO1516

Rescinds Executive Order 2003-01. Authorizes the Governor's Office of Management and Budget to replace, modify, or terminate the Electronic Personnel Action Request system and provides that the Director of Central Management Services and the Director of the Governor's Office of Management and Budget shall continue to provide guidance to State agencies under the jurisdiction of the Governor to ensure compliance with State agency headcount and budget authority and with laws and regulations applicable to personnel hiring and promotion. Provides that no agency, authority, board, commission, department, officer, or other instrumentality of the executive branch shall enter into an employment contract or personal services contract with a person that does not permit the State contracting party to terminate the contract without cause and without penalty, except with prior approval by the Department of Central Management Services; however, this provision does not apply to the Office of the Attorney General, Comptroller, Secretary of State, or Treasurer or any agency under the jurisdiction of those offices or to a State university. Supersedes any contrary provision of any prior Executive Order, including, without limitation, specified provisions of Executive Order 2010-10 and Executive Order 2015-09. Contains provisions regarding State and federal law and collective bargaining agreements. Effective immediately.
