Synopsis As Introduced
Amends the Credit Card Issuance Act. Provides that a credit card issuer who offers to an Illinois resident a credit card with a fixed annual percentage rate may not increase the annual percentage rate or rates of interest applicable to that credit card account, or prematurely remove or increase any introductory annual percentage rate or rates of interest applicable to the account, for reasons other than actions or omissions of the card holder that are directly related to the account and that are clearly and conspicuously described to the card holder at the time the credit card is issued. Effective immediately.

House Committee Amendment No. 1
Adds reference to:
815 ILCS 177/10

Deletes everything. Reinserts provisions similar to those of the introduced bill, but adds exceptions for situations in which: the increase in rate or the removal or increase of the introductory rate applies to all or a substantial portion of a class of the credit card issuer's accounts; or the increase in rate or the removal or increase of the introductory rate is related to inactivity, default or delinquency. Amends the Tax Refund Anticipation Loan Disclosure Act. Adds, to the items a facilitator shall disclose to the borrower at the time a borrower applies for a refund anticipation loan, the following: the annual percentage rate using a 10-day time period; and the total cost to the borrower for using a refund anticipation loan. Effective immediately.
