Synopsis As Introduced
Amends the State Finance Act. Removes the requirement that the Comptroller and the Treasurer shall transfer a monthly amount from the General Revenue Fund into the Live and Learn Fund. Amends the Illinois Vehicle Code. Provides that proceeds from certain vehicle title and transfer of registration fees shall be deposited into the Live and Learn Fund. Provides that the deposits shall be made beginning 60 days after the effective date or July 1, 2011, whichever is later. Effective immediately.

Senate Floor Amendment No. 2
Provides that the proceeds of certain fees (rather than 13% of the proceeds) collected for certificates of title shall be deposited into the Live and Learn Fund. Deletes language that provides that 67% of proceeds of certain fees collected for registration shall be deposited into the Fund. Provides that, in any month when deposits into the Fund fall below a certain amount, shortfall shall be made up from proceeds collected in subsequent months. Provides that any proceeds in excess of a certain amount in a fiscal year shall be deposited into the General Revenue Fund.

Replaces everything after the enacting clause. Amends the Illinois Promotion Act. Provides that amounts transferred from the General Revenue Fund to the Tourism Promotion Fund shall not exceed a certain amount in State fiscal year 2012. Amends the State Finance Act. Provides for fund transfers of certain amounts from the General Revenue Fund to other certain funds. Provides that quarterly transfers from certain special funds to the General Revenue Fund shall be made notwithstanding any other provision of State law to the contrary until June 30, 2010. Creates the FY12 Hospital Relief Fund as a special fund in the State treasury. Provides that the State Comptroller shall order transferred and the State Treasurer shall transfer a certain amount to the FY12 Hospital Relief Fund from the General Revenue Fund in equal quarterly installments. Amends the Downstate Public Transportation Act. Provides that amounts transferred from the General Revenue Fund to the Downstate Public Transportation Fund shall not exceed a certain amount in State fiscal year 2012. Amends the Regional Transportation Authority Act. Provides that moneys may be appropriated from the Public Transportation Fund to the Office of the Executive Inspector General for the costs incurred by the Executive Inspector General while serving as the inspector general for the Regional Transportation Authority. Effective immediately.

Amends the School Code. Provides that any funds appropriated for use by the State Charter School Commission may be used for certain specified purposes. Amends the State's Attorneys Appellate Prosecutor's Act. Provides that the Office of the State's Attorneys Appellate Prosecutor shall conduct training programs and provide technical trial assistance for Illinois State's Attorneys, Assistant State's Attorneys, and law enforcement officers on: (1) constitutional, statutory, and case law issues; (2) forensic evidence; (3) prosecutorial ethics and professional responsibility; and (4) a continuum of trial advocacy techniques and methods, including an emphasis on the elimination of or reduction in the trauma of testifying in criminal proceedings for vulnerable populations including seniors, disabled persons, and children who serve as witnesses in such proceedings.
