Synopsis As Introduced
Amends the Illinois Municipal Code. Provides that a municipality with 25,000 (now 15,000) inhabitants must print a statement of receipts and expenses and a summary of its proceedings during the preceding months and that municipalities with fewer inhabitants must print the statement annually.

Further amends the Illinois Municipal Code. Provides that, if the chief of police or chief of the fire department resigns as chief or is discharged as chief prior to attaining eligibility to retire on pension, he shall revert to and be established in whatever rank he currently holds (except for previously appointed positions) and be entitled to all the benefits and emoluments of that rank, without regard as to whether a vacancy then exists in that rank (now, he shall revert to and be established in his prior rank, and be entitled to all the benefits and emoluments of that prior rank, without regard as to whether a vacancy then exists in that rank). Provides that a chief of police, chief of the fire department, deputy chief of police, or assistant deputy chief of police shall be permitted, regardless of rank, to take promotional exams and be promoted to a higher classified rank than he currently holds without having to resign his current position. Provides that a deputy chief of police, in a non-home rule municipality of 130,000 or fewer inhabitants, shall serve at the discretion of the chief and, if removed from the position, shall revert to the rank currently held, without regard as to whether a vacancy exists in that rank (now, shall revert to the rank held immediately prior to appointment to the deputy chief position). Makes changes concerning the effective date.
