Synopsis As Introduced
Establishes an open operating standard for State executive branch agencies. Authorizes units of local government to adopt that standard. Charges the Chief Information Officer of the State of Illinois with establishing policies, standards, and guidance related to that standard. Requires public data sets to be accessible through a single web portal. Requires all public data sets to be made available in accordance with technical standards published by the Office of the Chief Information Officer. Establishes a deadline for the Chief Information Officer to publish a technical standards manual and portfolio management policy and a deadline for each State agency to submit a compliance plan and strategic enterprise application plan. Requires each State agency to evaluate cloud computing options before making certain investments in information technology infrastructure. Defines "cloud computing", "data", "open operating standard", "public data", "strategic plan", and "voluntary consensus standards body". Effective September 18, 2012.
