Synopsis As Introduced
Amends the Department of Revenue Law of the Civil Administrative Code of Illinois. Requires the Department, with respect to the positions that are devoted to establishing, collecting, or prosecuting overdue taxes, (i) to fill all positions authorized by appropriation for fiscal year 2004 and (ii) by January 1, 2005, to fill an additional 200 positions. Effectively immediately.

 Fiscal Note (Illinois Department of Revenue)
 House Bill 1139 mandates that the Department, with respect to the positions that are devoted to establishing, collecting, or processing overdue taxes, (i) fill all positions authorized by appropriation for fiscal year 2004 and (ii) by January 1, 2005 fill an additional 200 positions. At this time, the Department does not have an appropriation authorization for fiscal year 2004. Therefore, this fiscal impact is limited to the additional 200 positions referenced in the legislation. Based on training logistics, all 200 auditors and other enforcement positions would be hired by January 2006. By FY 07, the annualized cost of the new personnel is estimated to be $14.1 million.
