Proposes to reorganize executive agencies by transferring healthcare purchasing functions from the Department of Healthcare and Family Services back to the Departments of Central Management Services, Corrections, Juvenile Justice, Human Services, and Veterans' Affairs. Rescinds Executive Order 3 (2005) in part. Effective July 1, 2011 if not disapproved by either house of the General Assembly.
