AMENDMENT TO SENATE BILL 44

2    AMENDMENT NO. ______. Amend Senate Bill 44 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Short title. This Act may be cited as the
5Unmanned Aerial System Oversight Task Force Act.
 
6    Section 5. Purpose. The use of drones is becoming more
7common in everyday applications both commercially and
8privately. It is clear that increased drone use creates
9emerging conflicts and challenges to providing guidance into
10the safe operation of drones, while not infringing upon the
11constitutional rights of others. It is necessary to establish a
12task force to provide oversight and input in creating
13comprehensive laws and rules for the operation and use of drone
14technology within this State, subject to federal oversight and
15regulation.

1    Section 10. Definitions. As used in this Act:
2    "Task Force" means the Unmanned Aerial System Oversight
3Task Force.
4    "Unmanned Aerial System" or "UAS" means an unmanned aerial
5vehicle or drone.
 
6    Section 15. The Unmanned Aerial System Task Force.
7    (a) There is hereby created the Unmanned Aerial System
8Oversight Task Force to study and make recommendations for the
9operation, usage, and regulation of Unmanned Aerial Systems,
10commonly referred to as "drone" technology, within this State.
11    (b) Within 90 days after the effective date of this Act
12members of the Task Force shall be appointed by the Governor
13and shall consist of one member from each of the following
14agencies or interest groups:
15        (1) a member of the Division of Aeronautics of the
16    Department of Transportation, nominated by the Secretary
17    of Transportation;
18        (2) a member of the Department of State Police,
19    nominated by the Director of State Police;
20        (3) a Conservation Police officer of the Department of
21    Natural Resources, nominated by the Director of Natural
22    Resources;
23        (4) a member of the Department of Agriculture,
24    nominated by the Director of Agriculture;
25        (5) a member of the Department of Commerce and Economic

1    Opportunity, nominated by the Director of Commerce and
2    Economic Opportunity;
3        (6) a UAS technical commercial representative;
4        (7) a UAS manufacturing industry representative;
5        (8) a person nominated by the Attorney General;
6        (9) a member of the Illinois Conservation Police Lodge,
7    nominated by the president of the Lodge;
8        (10) a member of a statewide sportsmen's federation,
9    nominated by the president of the federation;
10        (11) a member of a statewide agricultural association,
11    nominated by the president of the association; and
12        (12) a member of a statewide commerce association,
13    nominated by the president or executive director of the
14    association.
15    (c) Nominations to the Task Force must be submitted to the
16Governor within 60 days of the effective date of this Act. The
17Governor shall make the appointments within 30 days after the
18close of nominations. The term of the appointment shall be
19until submission of the report of comprehensive
20recommendations under subsection (f) of this Section. The
21member from the Division of Aeronautics of the Department of
22Transportation, shall chair the Task Force and serve as a
23liaison to the Governor and General Assembly. Meetings of the
24Task Force shall be held as necessary to complete the duties of
25the Task Force. Meetings of the Task Force shall be held in the
26central part of the State.

1    (d) The members of the Task Force shall receive no
2compensation for serving as members of the Task Force.
3    (e) The Task Force shall consider commercial and private
4uses of drones, landowner and privacy rights, as well as
5general rules and regulations for safe operation of drones, and
6prepare comprehensive recommendations for the safe and lawful
7operation of UAS in this State.
8    (f) The Task Force shall submit a report with
9recommendations to the Governor and General Assembly no later
10than July 1, 2016.
 
11    Section 20. Expiration. This Act is repealed on September
121, 2016.
 
13    Section 99. Effective date. This Act takes effect upon
14becoming law.".
