2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives are saddened to learn of the death of William |
4 | | "Bill" Garth Sr., who passed away on September 23, 2016; and
|
5 | | WHEREAS, William Garth Sr. was born to Tom Sr. and Winnie |
6 | | M. Garth in Alabama on December 14,
1937; while young, he was a |
7 | | member of New Bethlehem Baptist Church; and
|
8 | | WHEREAS, William Garth Sr. moved to Chicago and began |
9 | | working as an advertising salesman
for the Chicago Citizen |
10 | | Newspaper Group, gaining recognition as a master salesman; he |
11 | | later purchased the Chicago
Citizen, making it the largest |
12 | | black-owned
ABC audited newspaper in the Midwest; and
|
13 | | WHEREAS, William Garth Sr. established a not-for-profit |
14 | | foundation known as the Quentis B. Foundation in
memory of his |
15 | | late son, Quentis B. Garth; he served as
Chairman for the |
16 | | organization, which has provided $1 million in scholarship |
17 | | awards to disenfranchised
inner city youth in the community; he |
18 | | lead the Chatham Business Association, which offers
business |
19 | | resources and customized services and programs; and |
20 | | WHEREAS, William Garth Sr. was Region III Advertising |
21 | | Representative and a former President of
Midwest Region III of |

1 | | the National Newspaper Publishers Association; he was the first |
2 | | African American
elected President of the Illinois Press |
3 | | Association; he sat on the Board of
Government Affairs |

5 | | stockholder and Chairman of the Cook County Publishers |
6 | | Association and was a board member of
the Midwest Black |
7 | | Publishers Association; and
|
8 | | WHEREAS, William Garth Sr. was preceded in death by his |
9 | | first wife, Roseanne J. Malan, and his son, Quentis B. Garth; |
10 | | and
|
11 | | WHEREAS, William Garth Sr. is survived by his wife, Brenda |
12 | | Mathis; his son, Darrell; his daughter, Janice; the six Mathis |
13 | | children; 20
Mathis family grandchildren; and 24 Mathis family |
14 | | great-grandchildren; his sisters, Geraldine
Burgess, Orangie |
15 | | Garth, and Charlie Garth; his brothers, X. Rashid, Robert Garth |
