HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Russell B. Laine, Chief of
4Police for the Village of Algonquin, on the occasion of his
5retirement after more than 25 years as Chief of Police and more
6than 38 years in law enforcement; and
 
7    WHEREAS, Russell Laine was born on December 11, 1950 in
8Waukegan to Raynold and Martha Laine; he graduated from York
9Community High School in 1969; and
 
10    WHEREAS, Russell Laine served in the United States Military
11from December of 1969 until September of 1971, serving in South
12Vietnam as an Infantry Medic with the First Cavalry Division;
13and
 
14    WHEREAS, During his military service, Russell Laine
15received numerous awards, including the Combat Medical Badge, 3
16Bronze Stars, and a Purple Heart; and
 
17    WHEREAS, Russell Laine worked as an Emergency Medical
18Technician and Surgical/Orthopedic Assistant at the Memorial
19Hospital of DuPage County from 1972 to 1976; and
 
20    WHEREAS, Russell Laine later pursued a career in law

1enforcement and graduated from the College of DuPage in 1976
2with an Associate's Degree, Aurora University in 1978 with a
3Bachelor's Degree, and John Marshall Law School in 1991 with a
4Juris Doctor Degree; and
 
5    WHEREAS, Russell Laine graduated from the Police
6Administration Training Program at the Traffic Safety
7Institute at Northwestern University and the Midwest Law
8Enforcement Executive Development Program; and
 
9    WHEREAS, Russell Laine was employed as a Police Officer
10with the Streamwood and Bartlett Police Departments beginning
11in 1977; and
 
12    WHEREAS, Russell Laine's excellence as a police officer
13allowed him to move up through the ranks, eventually becoming
14the Chief of Police for the Bartlett Police Department; and
 
15    WHEREAS, Chief Laine served as the Chief of Police of the
16Edgerton Police Department in Edgerton, Wisconsin from 1982 to
171985; and
 
18    WHEREAS, In 1985, Chief Laine was appointed Chief of Police
19for the Village of Algonquin Police Department, serving in that
20position for almost 30 years until his official retirement on
21December 15, 2014; and

1    WHEREAS, Throughout his career in law enforcement, Chief
2Laine attended many specialized training seminars that honed
3his skills as an officer, manager, and leader; and
 
4    WHEREAS, Specialized training in the area of ethics allowed
5Chief Laine to be an honorable man who leads by example; and
 
6    WHEREAS, Chief Laine has worked as an adjunct professor at
7the Northwestern University Center for Public Safety, Columbia
8College in Columbia, Missouri, Elgin Community College, and the
9Suburban Law Enforcement Academy at the College of DuPage; and
 
10    WHEREAS, Chief Laine authored an article titled "The
11Special Duty Relationship", which appeared in Command Magazine
12in the winter of 1996; and
 
13    WHEREAS, Chief Laine is a past member of the Child Advocacy
14Center of McHenry County Board and a former member of the
15Sherman Health Care Advisory Board; and
 
16    WHEREAS, Chief Laine received the Law Enforcement
17Recognition Award from the Illinois Council Against Handgun
18Violence in 2007; and
 
19    WHEREAS, Chief Laine was elected as Vice President of the

1International Association of Chiefs of Police in October of
22002 and became President in November of 2008 and serves as a
3Life Member of the Association; and
 
4    WHEREAS, Chief Laine served on the First Law Enforcement
5Advisory Committee on Terrorism reporting directly to the FBI
6Director; and
 
7    WHEREAS, Chief Laine also served on the McHenry County
8Communities Against Gangs Committee, the Illinois Municipal
9League's Public Safety Committee, the North Central Narcotics
10Task Force, and many other committees and coalitions; and
 
11    WHEREAS, Chief Laine was instrumental in introducing the
12Law Enforcement Torch Run for Special Olympics in Algonquin and
13McHenry Counties and continues to serve on the Board of
14Directors for Illinois Special Olympics, an organization which
15honored him in 2014 by inducting him into the Special Olympics
16Hall of Fame; therefore, be it
 
17    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
18NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
19thank Algonquin Police Chief Russell Laine for his many years
20of service to the people of Algonquin and McHenry and Kane
21Counties, congratulate him on the occasion of his retirement,
22and wish him all the best in his future endeavors; and be it
