AMENDMENT TO HOUSE RESOLUTION 14

2    AMENDMENT NO. ___. Amend House Resolution 14 by replacing
3everything after the heading with the following:
 
4    "WHEREAS, The boundaries of the 32nd Representative
5District are generally in the inner city of Chicago extending
6to the southwest suburbs of Burbank, Bridgeview, Hickory Hills,
7and Justice, Illinois; and
 
8    WHEREAS, The 32nd Representative District has a voting-age
9population of 108,734 people of various ethnic and
10socio-economic backgrounds; and
 
11    WHEREAS, 27,909 of the residents of the 32nd Representative
12District live at or below the federal poverty level; and
 
13    WHEREAS, The 32nd Representative District ranks in the top
143 of Representative Districts reporting incidents of violent

1crime; and
 
2    WHEREAS, The Dan Ryan Expressway is that 12-mile portion of
3I-90/94 located in the City of Chicago spanning from
4approximately 95th Street to the south and Roosevelt Road to
5the north; and
 
6    WHEREAS, The Dan Ryan Expressway travels through the 32nd
7Representative District one linear mile from 67th Street to the
8north and 76th Street to the south; and
 
9    WHEREAS, Within the 32nd Representative District lies
10Halsted Street, one mile west of the Dan Ryan Expressway, and
11Cottage Grove Avenue, one mile east of the Dan Ryan Expressway;
12this area generally encompasses the communities of Englewood
13and Grand Crossing including the Park Manor neighborhood; and
 
14    WHEREAS, In November of 1985, Mayor Harold Washington
15entered into an intergovernmental agreement with the State of
16Illinois whereby the State of Illinois could operate Illinois
17State Lottery kiosks at O'Hare International Airport and,
18subsequently, Chicago Midway International Airport; and
 
19    WHEREAS, In November of 1985, Governor James R. Thompson
20entered into an intergovernmental agreement with the City of
21Chicago whereby the Illinois State Police would patrol the Dan

1Ryan Expressway and all other expressways in the City of
2Chicago; and
 
3    WHEREAS, The State of Illinois receives monies after the
4imposition of fines and penalties upon those persons cited for,
5among other things, improperly operating motor vehicles on the
6Dan Ryan Expressway between 67th Street and 76th Street; and
 
7    WHEREAS, The State of Illinois derives financial profits
8directly from the Illinois State Lottery kiosks located at both
9O'Hare International and Chicago Midway International
10Airports; and
 
11    WHEREAS, In fact, the Illinois State Lottery posted fiscal
12year 2013 revenues of: (1) $4,939,990 from O'Hare International
13Airport; (2) $696,776 from Chicago Midway International
14Airport; and (3) $656,000,000 overall; and
 
15    WHEREAS, It will not be a financial burden on the State of
16Illinois for the Illinois State Police to expand its patrol
17area, from the Dan Ryan Expressway between 67th Street and 76th
18Street one linear mile east and one linear mile west, to
19support efforts at combating violent crime in the State of
20Illinois; and
 
21    WHEREAS, Since as late as 1999, the Illinois State Police

1was dispatched to and patrolled the City of East St. Louis,
2Illinois to support efforts to combat crime in the State of
3Illinois; and
 
4    WHEREAS, As of the date of the filing of this resolution,
5over 800 registered voters, within the 2 mile rectangular
6boundary of the Dan Ryan Expressway between 67th Street and
776th Street, have signed a petition imploring the Governor of
8the State of Illinois to dispatch the Illinois State Police,
9with all deliberate speed, to that specific area within the
1032nd Representative District for a reasonable period of time;
11and
 
12    WHEREAS, These 800 affected residents of the 32nd
13Representative District have stated that they are in immediate
14need of assistance and relief to protect their health, safety
15and welfare; therefore, be it
 
16    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
17NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
18there is created the Englewood Violent Crime Task Force within
19the Illinois State Police, to consist of the following:
20        (1) the Governor, or his or her designee;
21        (2) the Mayor of the City of Chicago, or his or her
22    designee;
23        (3) the Mayor of the City of East St. Louis, or his or

1    her designee;
2        (4) the Illinois Attorney General, or his or her
3    designee;
4        (5) a member of the Illinois State's Attorneys
5    Association appointed by the President of the Association;
6        (6) a member of the Cook County Bar Association
7    appointed by the President of the Association;
8        (7) two members of the Illinois House of
9    Representatives chosen by the Speaker of the Illinois House
10    of Representatives, one of whom shall serve as co-chair;
11        (8) two members of the Illinois House of
12    Representatives chosen by the Minority Leader of the
13    Illinois House of Representatives, one of whom shall serve
14    as co-chair;
15        (9) the Director of the State Police or his or her
16    designee;
17        (10) the President of the Park Manor Neighbors
18    Community Council;
19        (11) the Executive Director of Project Brotherhood;
20        (12) the President of the Student Government
21    Association at the University of Illinois at Chicago;
22        (13) the President of the Student Government
23    Association at Chicago State University;
24        (14) the Director of Corrections, or his or her
25    designee who must:
26            (A) be from the Division of Parole;

1            (B) be an active field agent; and
2            (C) possess at least a master's degree in criminal
3        justice or criminology;
4        (15) a faculty member of the Department of Criminology,
5    Law & Justice at the University of Illinois at Chicago
6    appointed by the President of the University of Illinois;
7        (16) a member of the Chicagoland Chamber of Commerce
8    appointed by the chairman of the board of the Chicagoland
9    Chamber of Commerce;
10        (17) a member of the Illinois Chamber of Commerce
11    appointed by the chairman of the board of the Illinois
12    Chamber of Commerce; and
13        (18) a member of the Illinois Retail Merchants
14    Association appointed by the President/CEO of the Illinois
15    Retail Merchants Association; and be it further
 
16    RESOLVED, That all appointments shall be made no later than
1745 days following the adoption of this resolution; and be it
18further
 
19    RESOLVED, That the Task Force shall study and determine the
20causes of violent crime in Englewood and nearby affected
21communities; and be it further
 
22    RESOLVED, That the Task Force shall study and determine the
23feasibility of deploying the Illinois State Police to Englewood

1and nearby affected communities and neighborhoods; and be it
2further
 
3    RESOLVED, That the Task Force shall review and analyze the
4Illinois State Police's headcount and minimum staffing levels
5in the Chicago area, calls for service, annual overtime cost,
6and other factors that would be relevant to a Illinois State
7Police presence in the Englewood community; and be it further
 
8    RESOLVED, That the Task Force shall conduct a thorough
9review and analysis of the 2014 detail between Illinois State
10Police and the Chicago Police Department's fugitive
11apprehension unit in Chicago; and be it further
 
12    RESOLVED, That the Task Force shall develop a comprehensive
13long-term solution to the effect of violent crime in Englewood
14and nearby affected communities; and be it further
 
15    RESOLVED, That the Task Force shall recommend a plan of
16action to substantially reduce the incidents of violent crime
17in Englewood and nearby affected communities; and be it further
 
18    RESOLVED, That the Task Force shall draft any necessary
19legislation and make any necessary recommendations for
20appropriations for the General Assembly to pass and the
21Governor to sign to place the plan of action into immediate

1effect; and be it further
 
2    RESOLVED, That the Task Force shall report its findings and
3recommendations and submit any and all proposed legislation to
4the Governor and General Assembly on or before December 31,
52016; and be it further
 
6    RESOLVED, That the members of the Task Force shall serve
7without compensation, but shall be reimbursed for their
8reasonable and necessary expenses from the funds appropriated
9for that purpose from the Illinois State Police; and be it
10further
 
11    RESOLVED, That copies of this resolution be presented to
12the Speaker of the Illinois House of Representatives, the
13Minority Leader of the Illinois House of Representatives, the
14Governor of the State of Illinois, the Director of State
15Police, the Mayor of the City of Chicago, and the Mayor of the
16City of East St. Louis.".
